- Proposition 430 to extend the Alternative Expenditure Limitation (Home Rule Option) provides local control to meet local needs instead of having to use a state-imposed formula based upon our 1979/1980 budget.

1. Why do we need a Home Rule Option (Alternative Expenditure Limitation)?
In 1980 the electors of the State of Arizona approved a tax reform package that placed a new expenditure limitation on cities and towns. This limitation is based on expenditures in 1979 adjusted for population changes and inflation. Municipalities have the power to change their state-imposed expenditure limitation and use all their existing revenue sources to provide services through voter approval. 85% of Arizona municipalities have changed their state-imposed limits by either Home Rule or Permanent Base adjustments.
2. When is the last time the Town adopted a home rule option?
The last Home Rule Option was approved by Town voters in 2018. This has remained in effect for the last four years but must now be re-approved by voters in the November, 2022 election for extension.
3. Will Proposition 430 increase my taxes?
NO. If Proposition 430 passes, the only outcome is to provide the Town the ability to budget for and spend the revenues it already collects.
4. What does a “Yes” vote on Proposition 430 mean?
A “Yes” vote means you are in favor of giving the Town’s elected officials local control and authority to set the Town’s annual spending limit based upon available, existing revenues.
5. What does a “No” vote on Proposition 430 mean?
A “No” vote means you are not in favor of giving the Town’s elected officials expenditure authority and that you want the Town to be subject to the State Expenditure Limitations Program. This could limit the Town’s ability to provide essential services such as police, library services and road maintenance.
